危險廢物事故防范措施及應(yīng)急預案

Preventive measures and emergency plans for hazardous waste accidents

為確保在發(fā)生危險廢物流失、泄漏、擴散等意外事故時能夠及時、迅速、有序地處理由此造成的環(huán)境污染及人員傷害，保障公司群眾和環(huán)境安全，根據(jù)《中華人民共和國固體廢物污染環(huán)境防治法》，結(jié)合公司實際情況，制定本預案。

In order to ensure timely, rapid, and orderly handling of environmental pollution and personnel injuries caused by accidents such as the loss, leakage, and diffusion of hazardous waste, and to ensure the safety of the company's people and the environment, this plan is formulated in accordance with the Solid Waste Pollution Prevention and Control Law of the People's Republic of China and based on the actual situation of the company.

本預案適用于全廠危險廢物。

This plan is applicable to hazardous waste throughout the entire factory.

一. 危險廢物意外事故的確認

One Confirmation of hazardous waste accidents

危險廢物意外事故是指危險廢物在產(chǎn)生、收集、貯存、處理等環(huán)節(jié)上出現(xiàn)了擴散、流失、泄漏、人員受傷等情況。

Hazardous waste accidents refer to situations where hazardous waste spreads, loses, leaks, or causes injuries to personnel during the generation, collection, storage, and treatment processes.

啟動本公司事故應(yīng)急預案處置。

Activate our company's emergency response plan for accidents.

二. 危險廢物意外事故分級

II Classification of hazardous waste accidents

根據(jù)危險廢物意外事故發(fā)生后導致的人員傷亡情況及環(huán)境污染程度分為三級：

According to the casualties and environmental pollution caused by hazardous waste accidents, they are divided into three levels:

一級：發(fā)生危險廢物流失、擴散、泄漏時，需緊急處理的。

Level 1: In case of loss, diffusion, or leakage of hazardous waste, emergency treatment is required.

二級：危險廢物（危險化學廢液、廢油）意外事故導致廠區(qū)環(huán)境污染（50—200㎡）或人員（2-5人），須對區(qū)域污染緊急處理或?qū)κ軅藛T緊急救護的。

Level 2: Accidents involving hazardous waste (hazardous chemical waste liquid, waste oil) that cause environmental pollution in the factory area (50-200 square meters) or personnel (2-5 people), requiring emergency treatment of regional pollution or emergency rescue of injured personnel.

三級：危險廢物（危險化學廢液、廢油）意外事故導致人員死亡或5人以上受傷，須對受傷人員提供危險救護和現(xiàn)場救援的；導致廠區(qū)200㎡以上污染，需緊急處理的。

Level 3: Accidents involving hazardous waste (hazardous chemical waste liquid, waste oil) that result in death or injury to more than 5 people require dangerous first aid and on-site rescue to be provided to the injured; Causing pollution in the factory area of over 200 square meters and requiring urgent treatment.

三. 指揮系統(tǒng)與職責

III Command system and responsibilities

成立以（副）總經(jīng)理為主要負責人，人事部及各部門負責人參加的危險廢物意外事故處理領(lǐng)導小組，負責組織、指揮、協(xié)調(diào)意外事故發(fā)生時的緊急處理工作。

Establish a hazardous waste accident handling leadership group with the (Deputy) General Manager as the main person in charge, and personnel department and department heads participating, responsible for organizing, commanding, and coordinating emergency handling work in case of accidents.

環(huán)保課負責對上級部門報告意外事故的緊急處理情況，協(xié)調(diào)市專家組的鑒定工作，保障信息通暢。

The environmental protection department is responsible for reporting emergency situations of accidents to higher-level departments, coordinating the appraisal work of the municipal expert group, and ensuring smooth information flow.

人事部負責組織專家及相應(yīng)的醫(yī)務(wù)人員，做好受損害人員診斷、治療、搶救和醫(yī)務(wù)人員的個人防護工作；負責緊急處理時家屬的安撫工作。

The Human Resources Department is responsible for organizing experts and corresponding medical personnel to diagnose, treat, rescue, and provide personal protective measures for injured individuals; Responsible for comforting family members during emergency situations.

環(huán)保課負責協(xié)調(diào)事故現(xiàn)場的監(jiān)測，以及控制措施效果的評估；負責組織協(xié)調(diào)現(xiàn)場人員分流、調(diào)查采樣的安全。

The environmental protection department is responsible for coordinating the monitoring of the accident site and evaluating the effectiveness of control measures; Responsible for organizing and coordinating on-site personnel diversion, investigating and sampling safety.

人事部負責保障意外事故緊急處理時所需危險防護用品的供應(yīng)。

The Human Resources Department is responsible for ensuring the supply of hazardous protective equipment required for emergency handling of accidents.

環(huán)保課負責危險廢物的集中、收集、轉(zhuǎn)貯、防止損失加重。

The environmental protection department is responsible for the concentration, collection, transfer, and storage of hazardous waste to prevent further losses.

四、危險廢物意外事故防范措施

4、 Preventive measures for hazardous waste accidents

1.不同品種危險廢物分別存放在不同容器中，不得混合。

1. Different types of hazardous waste should be stored separately in different containers and should not be mixed.

2.危險廢物貯藏間外貼有“危險廢物”字樣標識

2. The hazardous waste storage room is labeled with the words "hazardous waste" outside

3.固體危險廢物：包裝完整，不滲漏。

3. Solid hazardous waste: intact packaging, no leakage.

4.液體危險廢物：容器密封、有蓋；

4. Liquid hazardous waste: container sealed and covered;

5.氣體危險廢物：容器密封、安全閥良好。

5. Gas hazardous waste: The container is sealed and the safety valve is in good condition.

6.危險廢液暫時存放應(yīng)采取防滲漏、防外溢措施。

6. Temporary storage of hazardous waste liquids should take measures to prevent leakage and overflow.

7.各部門及承包商在設(shè)備維修中產(chǎn)生的廢油、設(shè)備漏油和汽車維修廢油應(yīng)全部倒入指定區(qū)域的廢油桶中。

7. All waste oil generated by departments and contractors during equipment maintenance, equipment oil leakage, and vehicle maintenance waste oil should be poured into designated waste oil drums in designated areas.

不得倒入廠內(nèi)、外空地、草地及地下管網(wǎng)的檢查井中。

Do not pour into inspection wells located inside the factory, outside the space, on grasslands, or underground pipelines.

灑漏在地面的廢油由責任部門（相關(guān)方由相關(guān)負責部門監(jiān)督）用棉紗或報紙清除。

The waste oil spilled on the ground shall be removed by the responsible department (supervised by the relevant responsible department) with cotton yarn or newspaper.

8.擦機器、設(shè)備及擦油手的廢油棉紗，需放置在各部門指定的廢油棉紗容器內(nèi)。

8. The waste oil and cotton yarn used for wiping machines, equipment, and wiping hands should be placed in the designated waste oil and cotton yarn containers of each department.

集中送到廢棄庫按危廢處置。

Centralized and sent to the waste warehouse for disposal as hazardous waste.

9.廢棄或暫時不用的空油桶應(yīng)送交廢棄庫集中存放，避免油污污染地面及雨水沖刷后污染地下水。

9. Abandoned or temporarily unused empty oil drums should be stored in a centralized waste warehouse to avoid oil pollution on the ground and rainwater erosion that can contaminate groundwater.
